An update on Whitehouse Lane, Hereford Street and Philip Street

A one-way system is now in place on Hereford Street and Whitehouse Lane up until it’s junction with Philip Street. A further temporary one-way system has been put in place on part of Philip Street to ease congestion during the works.

Duration of works

A one-way system was set up on Whitehouse Lane and Hereford Street on 9 August. The works taking place on Whitehouse Lane and Hereford Street will complete during summer 2025, which will include the one-way system becoming permanent. The Philip Street one-way will be in place for the duration of the works, after which the road will reopen to two-way traffic.

What is changing on Philip Street?

Based on feedback from local residents and businesses, a one-way system has been put in place on Philip Street to ease congestion created by the improvement works taking place on Whitehouse Lane and Hereford Street.

The one-way system is in place from the bottom of Philip Street and the junction with Whitehouse Lane, to the junction with Stillhouse Lane. Cars can still turn into Philip Street from Bedminster Parade/East Street to access Bartley Street, Clarke Street and Stillhouse Lane but will not be able to continue further than Stillhouse Lane. These changes will remain in place for the duration of the works on Whitehouse Lane and Hereford Street.

Works to be carried out on Whitehouse Lane and Hereford Street

As well as the one-way on Whitehouse Lane and Hereford Street for general traffic, work will be taking place to create a segregated cycle route on the northern side of the road (opposite existing businesses). This will see the pavements being completely replaced, the retarmacking of the road and the installation of new drainage.

We will be working with water companies, to divert much of the rain water falling onto Whitehouse Lane into the Malago River. This will help to prevent sewer overflowing and fix the current flooding and ponding issues on Whitehouse Lane. New trees will also be planted on Whitehouse Lane.

Preparatory works at Clarke Street (south) and Windmill Hill City Farm were completed earlier this year to help reduce the construction period.

Despite being a minor road, Whitehouse Lane and Hereford Street contains very important underground strategic infrastructure. Due to the underground strategic infrastructure, short road closures may be required, and more details will be provided in due course. Any road closures will avoid business hours.

Work will start on the south side of Whitehouse Lane, working from Hereford Street towards Philip Street. Works will then take place on the north side, working from Philip Street towards Hereford Street.

Work to restore footway access to Hereford Street is due to take place as soon as possible by the end of October. In the meantime, people on foot are asked to use the pedestrian and cycle path next to the Providence Place green.

Background

The one-way for Whitehouse Lane was subject to two informal consultations, one in January 2020, and another in February 2021. The Bedminster Green Framework, which identified Whitehouse Lane as a key strategic cycle route, was endorsed by the council in March 2019 with an allocation of £6m funding. At a further cabinet meeting in November 2021, the funding was increased to £14.3m.

In the January 2020 consultation, a majority of people selected a preference for Whitehouse Lane to be one-way northbound, amongst other options (including a point closure of Whitehouse Lane, or Whitehouse Lane to be one-way southbound). In February 2021, this was followed up with a further consultation on the detail of these proposals, showing Whitehouse Lane and Hereford Street being one-way northbound.
